3月30日,澎湃新闻独家获悉,有金融机构收到长春发展农村商业银行股份有限公司于3月25日发出的《关于暂缓支付“21长春发展农商二级”债券利息的公告》,其将暂缓支付该只债券的当期利息,与此同时,这只债券将不会赎回。
“21长春发展农商二级”是2021年3月30日发行的二级资本债券(债券代码:2121008.IB),发行规模6亿元人民币,本计息期债券利率5.80%,债券期限10年,第5年末设有发行人赎回选择权。
该只债券最近的付息日为3月30日。公告称,目前,长春发展农商银行正在按照有关安排推进改革化险工作,故暂缓支付“21长春发展农商二级”债券利息。
此外,长春发展农商银行同步发出的另一份公告显示,发行人对本期债券不行使赎回选择权。
长春发展农商银行工作人员告诉澎湃新闻,农信改革化险的工作正在有序推进,目前没有明确的时间安排,但已经和持有人建立联系,有新的消息会和持有人沟通。
二级资本债是指商业银行根据《商业银行资本管理办法(试行)》等监管规定发行的,用于补充银行二级资本的债券,主要作用是在银行破产清算的时候吸收损失,以降低政府的救助成本以及破产产生的其他社会负面影响。
据《商业银行资本管理办法》,商业银行发行的二级资本工具在距到期日前最后五年,可计入二级资本的金额,应按100%、80%、60%、40%、20%的比例逐年减计。
长春发展农商银行现已正式划归管理。2025年9月29日,国家金融监督管理总局吉林监管局发布《吉林金融监管局关于长春发展农村商业银行股份有限公司朝阳支行等57家机构变更名称的批复》。
据《农村金融时报》报道,更名背后是,长春发展农商银行等银行管理归属的重大调整,划归农业银行管理,并非单一的机构调整行为,是农信改革化险进程中的重要一步。
